Jakarta (ANTARA News) - President Joko Widodo (Jokowi) said the 2019 state budget fund would be used for human resource development (HRD).

"I want we will step in to a second big phase that is investment in human resource development. We will prepare the program for the development this year, that next year we are right in the second phase of activities," the president said when opening a plenary session of the cabinet here on Monday.

The plenary session of the cabinet attended by Vice President Jusuf Kalla discussed the availability of budget and priority of development in 2019.

"I have repeatedly said that state budget contributes only around 15 percent to the country`s Gross Domestic Product (GDP), therefore, the budget fund should be allocated only for strategic sectors," he said.

The president said in the first 3.5 years of his administration since 2014, had focused on development and investment infrastructure.

"By the end of 1014, the budget for infrastructure was more or less at Rp170 trillion. But when we focused on that sector the budget shot up to more than Rp300 trillion that in 3.5 years we could see how massive development is in infrastructure," he said.

The realization of development is various types of the public infrastructure such as roads, ports, toll roads, railway tracks airports, and various other facilities, he said.

"All ministries should prepare program for investment in human resource development, that additional budget would bring about big change " he said.

The president cited development of Labor Traini8ng Center (BLK) as an example saying BLK could be built jointly between related ministries but the project should have target to be achieved including in the number of trainees.
