Jakarta (ANTARA) - The Ministry of Home Affairs has expressed readiness to integrate e-planning and e-budgeting in an effort to synchronize policies and programs between regional and central governments.

"The integration of e-planning and e-budgeting is expected to create synergy between regional and national economies, and realize transparency, as well as accountability in regional financial management," Secretary General of the Ministry of Home Affairs Hadi Prabowo said at a press conference in Jakarta on Monday.

He said that e-planning (integration of all proposals of special allocation funds) was done by the Director General of Regional Development of the Ministry of Home Affairs through the regional development information system.

While e-budgeting (electronic budgeting system) was done by the Director General of Regional Financial Development of the Ministry of Home Affairs in the framework of implementing the Government Regulation Number 12 of 2019 in lieu of Government Regulation Number 58 of 2005 concerning Regional Financial Management. Prabowo said that the integration of the two systems would be able to describe the regional development plan as the implementation of the Regional Medium Term Development Plan (RPJMD).

Director General of Regional Financial Development of Home Affairs Ministry Syarifuddin said that the implementation of e-budgeting would be carried out through applications to encourage transparency or accountability in financial management.

"The Ministry of Home Affairs has prepared an e-budgeting application and will be implemented in the regions in the preparation of the 2020 regional budget," Syarifuddin remarked.

However, Syarifuddin said that the application of e-budgeting required the readiness of each region.

Meanwhile, the Director General of Regional Development of the Ministry of Home Affairs Hudori stated that the implementation of e-planning was regulated in Minister of Home Affairs Regulation (Permendagri) Number 98 Year 2018 concerning the Regional Development Information System.

Hudori also said that e-planning was intended to maintain accountability in planning and budgeting.
