"Based on the preliminary chronology, the accident started when a Bekasi-Cikarang KRL hit a car at level crossing JPL 85," Transportation Minister Dudy Purwagandhi said in a statement here on Tuesday.
The affected train set, he added, had to be evacuated and was designated as an extraordinary service (PLB) with code 5181 after ceasing regular operations.
As a result, the officer of the state-owned railway operator PT KAI then halted another commuter train, PLB code 5568 bound for Cikarang, at East Bekasi Station platform.
However, Argo Bromo Anggrek train (KA 4) route Gambir to Surabaya Pasar Turi was unable to fully stop when approaching East Bekasi Station, causing it hit the PLB code 5568 commuter train at the station.

The ministry continues to coordinate intensively with all relevant parties to ensure the evacuation process runs optimally.
Evacuation of the remaining passengers in the ill-fated commuter train has been carried out in stages in a measured and cautious manner to minimize additional risks, taking into account the condition of the train set and the safety of both officers and victims.
"These efforts are supported through the establishment of an emergency response post at the East Bekasi Station and intensive medical treatment at healthcare facilities," Purwaghandi said.
The ministry also fully supports the investigation by the National Transportation Safety Committee (KNKT) to determine the exact cause of the accident in an objective and comprehensive manner.
Purwaghandi underlined that his office has given space to KNKT to conduct an independent investigation, so that the results can serve as the basis for future evaluations. The government also has ensured that all victims receive proper treatment and their rights in accordance with the regulations.
