Speaking during a working meeting with Commission I of the House of Representatives at the Parliament Complex in Jakarta on Monday, this minister Meutya Hafid said the draft was still under public consultation.
"This is what we are currently formulating through public consultation, so that people joining social media would be required to provide their phone numbers, making their identities clear," Hafid said.
She explained that providing a phone number when creating a social media account is currently optional. However, making it mandatory would help ensure the users are accountable for the content they post online.
"They (social media users) would become accountable or responsible for the content they publish," she added.

The ministry is also strengthening the verification of digital identities through Electronic Certification Providers (PSrE) to enhance national resilience in the digital sphere, particularly against misinformation, disinformation, and misuse of deep-fake technology.
Komdigi Ministry has been actively conducting cyber patrols to combat disinformation and hate speech in coordination with other government agencies, while increasing oversight of digital and social media platforms.
The government has requested transparency reports and explanations of social media platforms’ content moderation systems. Hafid said compliance by digital platforms with government requests to moderate content remained low at around 20 percent.
As a result, the government has directly examined and investigated several digital platforms, including Meta, regarding the handling of health-related hoaxes and compliance with child protection regulations under the PP Tunas policy.
The government is also considering rules requiring digital platforms to establish representative offices in Indonesia to improve coordination with authorities on safeguarding the digital space.
Hafid said the government efforts would not stop at the platform level, but would also directly reach the public through education and awareness campaigns.
