"By the end of 2024 through 2025, the government had carried out mitigation efforts. We, together with intelligence and law enforcement agencies, have undertaken mitigation measures and provided rehabilitation and guidance to approximately 250 minors," Hartono said in here on Monday.
The rehabilitation and guidance efforts are part of the government's commitment to preventing and countering violence-based extremism leading to terrorism.
Hartono explained that the government is obligated to prevent terrorism as mandated by Law No. 5 of 2018 on the Eradication of Criminal Acts of Terrorism.
The threat of terrorism has begun to shift, with the internet increasingly being used as a platform for recruitment, propaganda, and terrorism financing by targeting women, children, and adolescents, Hartono pointed out.
Therefore, the government has reaffirmed its commitment to preventing terrorism through the implementation of Presidential Regulation No. 8 of 2026 on the 2026–2029 National Action Plan for the Prevention and Countering of Violence-Based Extremism Leading to Terrorism (Second Phase RAN PE).
"This serves as an elaboration of President Prabowo Subianto's Asta Cita, as outlined in the 2025–2029 National Medium-Term Development Plan," he said.
The second phase of RAN PE, which comprises nine strategic themes and a total of 111 action plans, emphasizes early prevention through strengthening the resilience of families, communities, education, and the digital space as the primary safeguards for society.
The nine strategic themes cover national preparedness, community and family resilience, community skills education and employment facilitation, as well as the protection and empowerment of women, youth, and children.
They also include strategic communication, media, and electronic systems, deradicalization, human rights, good governance, and justice, witness protection and the fulfillment of victims' rights, as well as international partnerships and cooperation.
