In a statement received in Jakarta on Wednesday, Mu'ti said the key to teacher's happiness lies in enjoying the profession and honoring both knowledge and students through the Deep Learning approach.
He stressed that teachers should not merely serve as facilitators but should also become lifelong learners.
According to Mu'ti, every student entrusted to a school should be accepted as they are and guided with compassion throughout their development so that education becomes a meaningful experience.
During the event, Mu'ti also introduced the concept of Engaged Learning, which encourages teachers to take a more active role in the learning process.
"Being a teacher also means being a student. When you teach, do not simply act as a facilitator; be a learner as well. Learn alongside your students and accompany them until they can learn independently," he said.
On efforts to improve the quality of human resources, Mu'ti outlined several policies aimed at supporting teachers, including an expansion of educational qualifications through the Recognition of Prior Learning (RPL) scholarship program.
The initiative targets 150,000 teachers who have not yet completed a bachelor's degree or an equivalent four-year diploma (D-IV).
Under the program, teachers' professional experience can be recognized as academic credit, enabling them to complete their studies in no more than 18 months.
Mu'ti also said the government remains committed to improving teachers' welfare through higher allowances, which will be accompanied by stronger pedagogical, professional, social, and personal competencies, as mandated by law.
In addition, participation in Continuous Professional Development (CPD) training programs is now officially counted toward the mandatory 24-hour weekly teaching workload.
The minister also addressed the issue of degree linearity requirements, which have affected professional allowances for teachers in certain subject areas.
He said the ministry has relaxed the policy by adopting a broader subject-cluster approach, allowing teachers to fulfill the required 24 teaching hours at a single school.
Additional responsibilities, such as serving as a homeroom teacher, participating in professional organizations, or attending competency development training, can also be counted toward teachers' workload.
"We have relaxed the linearity requirement. We are now using a subject-cluster approach and allowing teachers to teach more than one subject," Mu'ti said.
