Jakarta (ANTARA) - Indonesia is committed to providing favorable treatment and facilities for investors in the country's waste-to-energy (WtE) development, according to PT Daya Energi Bersih Nusantara (Denera), Danantara Indonesia's clean energy subsidiary.

Denera CEO Fadli Rahman explained that Presidential Regulation No. 109 of 2025, signed by President Prabowo Subianto on October 10, 2025, improved the WtE investment ecosystem by providing greater commercial support and business certainty.

"There is better support from the government to investors in the new regulation," Rahman told a press conference hosted by the Government Communication Agency here on Monday.

Under the new regulation, investors will benefit significantly as, for instance, local authorities will provide land for WtE facilities, the state electricity company will develop electricity transmission facilities, and permits will be facilitated by Danantara and other agencies.

This contrasts with the previous arrangement, under which investors were required to secure the land and build transmission facilities themselves, he added.

Rahman said the new regulation provides commercial certainty "with minimal room for negotiations," meaning that agreements will remain stable for at least 30 years in accordance with the operating contracts.

An arrangement has also been established to ensure a minimum supply of 1,000 tons of waste per day from local authorities for the operation of WtE facilities, he said.

Meanwhile, the Denera CEO described institutional reforms to facilitate WtE investment in Indonesia as the strongest point of the presidential regulation, as they streamline permits and reduce bureaucratic requirements for investors.

Under the previous arrangement, local authorities were mandated to handle most of the legal requirements for WtE projects. Under the current regulation, the process is centralized through relevant institutions in the central government, he said.

"In the previous setup, investors would need to pursue the permits one by one. This time, the permits will be handled by Danantara together with other ministries," Rahman said.

Local governments are now responsible, at least, for providing land and ensuring waste supplies for WtE facilities, the Denera CEO added.

"This is why the progress is faster than before," he remarked.

Indonesia aims to manage 100 percent of its waste by the end of 2029, with the proportion of waste managed in 2026 targeted at 63.41 percent, according to the National Medium-Term Development Plan for the 2025-2029 period.
