Jakarta (ANTARA News) - Two foreigners, Paul Akula from Congo and Osseny Tschitou from Togo, have been arrested for alleged involvement in a marijuana case.

"Paul was caught on Thursday, Feb 16, at around 7pm at City Park Tower Apartment in Cengkareng, West Jakarta, along with 27 gross grams of dried marijuana leaves," deputy narcotics intelligence chief of the National Police Crime Investigation Department, Senior Commissioner Anjan Pramuka Putra, said here on Monday.

Paul bought the marijuana from someone he knew a month ago at Jalan Jaksa, Central Jakarta. Paul has bought marijuana three times from the person at a price of Rp200,000, he said.

"He confessed he had used marijuana as a traditional cure, saying by using it he would not feel the pain he was suffering," he added.

Paul said he cooked the leaves with water and then drank it. "He did not have a permit from the government or the health office and has never undergone rehabilitation from narcotics addiction," the police officer noted.

Regarding Osseny, Anjan said he confessed to obtaining the narcotic while in a ferry on Jalan Jaksa and said he bought the drugs twice from the person at a price of Rp100,000.

"He said he had used marijuana for personal consumption. He said his appetite to eat increased after using marijuana and he had started using marijuana two years ago," he explained.

Osseny also did not have a permit from the government and health office and has never been rehabilitated for narcotics addiction.

He said he used marijuana by inhaling *it, *similar to smoking a cigarette, Anjan said.

Paul and Osseny may be charged with violating Law Number 35 of 2009 on narcotics.
