Jakarta (ANTARA News) - Indonesian police are considered to have failed in improving public trust on them while the public trust on the anti-graft body is improving, an observer said.

Indonesian police observer Novel Ali said here Tuesday that according to the National Police's Grand Strategy 2005-2025, the public trust must have been built in 2005-2010.

Novel said after the public trust construction period is over, the police turned out to have not yet won the public trust.

This is shown from the recent case of driving simulator corruption allegation that led to a conflict between the national police and the anti-graft body, where people mostly trusted the anti-graft body.

"Police efforts to uncover a violence case which caused the death of a victim allegedly involving Police Commissioner Novel Baswedan, one of anti-body's best investigators, also failed to create public distrust to the ant-graft body. But rather, the efforts adversely turned out to be a blunder for the police," said Novel.

The 2011-2015 Grand Strategy period to build a partnership between the community and other institutions is also considered to have failed. Instead of building a partnership, the Police even were in conflict with the ant-graft commission.

"It is important for the police to build a partnership with the community, including other law enforcing agencies such as the anti-graft body and the Attorney General`s Office. But until the partnership has not yet been established," he added.

Meanwhile the 2016-2025 Grand Strategy arranged a program where police promised excellent services to the public. "How can the police excellent services, if they failed in their previous grand strategy," Novel said.

The peak conflict of the anti graft body and the national police occurred on August 5, 2012 when police officers came to the anti-graft building to pick up forcibly Commissioner Novel Baswedan.

Novel was accused of being involved in a violence act that led to the loss of life of a swallow bird's nest thief while serving as Police in Bengkulu in 2004.

In a speech delivered at the State Palace on Monday evening, Indonesian President Susilo Bambang Yudhoyono said that the most appropriate agency to handle the driver`s license simulator corruption allegation is the antigraft body.

The President also considered that the handling of the case of violence that resulted in the loss of life alleged implicating Novel Commissioner Baswedan was not at the correct time because the alleged crime was committed eight years ago. *** 1 ***
