Jakarta (ANTARA) - Law Minister Supratman Andi Agtas has initiated the Jakarta Protocol for global platform royalty transparency, in a bid to establish a balance between creators' rights and people's needs to access creative works.
Agtas said here on Monday that he is committed to designate intellectual property as the basis to develop a knowledge-based economy. According to Agtas, the initiative will create a global framework to meet the targeted balance and goals.
Coordinating with the World Intellectual Property Organization (WIPO) will push the progress, enabling a comprehensive and measured roadmap tailored to both parties' needs, the minister said during a visit from the global organization.
Director General of WIPO Daren Tang commended the minister’s idea, and asked Indonesia to put forth the initiative at the Standing Committee on Copyright and Related Rights (SCCR) in Geneva, Switzerland, in December 2025.
Tang stated that during a three-day visit to Indonesia from 11-13 August 2025, he will review WIPO’s joint support programs and capacity-building efforts, which have been carried out with the ministry’s directorate general of intellectual property (DJKI).
Moreover, he will also engage in discussions with stakeholders, ranging from government officials, industry players, academics, and the creative communities, to formulate a strategy in utilizing intellectual property as a strategic tool to boost national competitiveness.
He said that he believed that a close collaboration allows for creation of an intellectual property ecosystem that drives inclusive and sustainable economic growth, especially for the youth and micro, small, and medium enterprises (MSMEs).
WIPO’s visit to Indonesia serves as a key moment to improve bilateral collaboration, in terms of protection and utilization of intellectual property, with the aim of empowering Indonesian works and innovations on a global scale.

One of the agendas includes the opening of The Cross-Regional Forum on IP and the Creative Economy: Connecting Creative Ecosystems of Asia and Latin America, which will bring together experts, policymakers, and creators.
The event, which is part of IPXpose from 13–16 August 2025, aims to foster cross-regional dialogue and collaboration to bolster the creative ecosystem.
In the visit, WIPO will also follow up on the 2023 memorandum of understanding (MoU) between WIPO and DJKI, which is the basis for the launch of the National Intellectual Properties Education (EKII) program, aimed for professional capacity-building in the intellectual property field, on 17 August 2024.
The discussion will focus on improving EKII’s role in creating superior talents that can fully leverage intellectual properties. It is expected that the initiative can help formulate a national intellectual property roadmap as a framework for strategic objectives, priority projects, and long-term implementation plans.
Among some important aspects in the road map will be public education, as well as MSME empowerment through IP registration and commercialization.
Meanwhile, the Law Ministry encourages people to actively protect their works and innovations by registering their intellectual property rights, including copyright, trademarks, patents, industrial designs, and geographical indications.
Protecting intellectual property allows its owner to have exclusive rights and also commercialization opportunities, thereby allowing people to improve their welfare and bring their works to be known worldwide.
Indonesia aims to create a sustainable, inclusive, and robust culture of innovation by strengthening collaboration between the ministry, DJKI, and WIPO.
