Indonesia’s state-owned housing developer, Perum Perumnas, is being re-empowered to lead the country’s ambitious affordable housing initiative, Deputy Minister of Housing and Settlement Areas Fahri Hamzah announced on Wednesday.
Hamzah stated that President Prabowo Subianto has emphasized collaboration with state-owned enterprises (SOEs), positioning Perumnas at the forefront of efforts to build homes for low- and middle-income Indonesians.
“Whenever social housing was discussed in the past, Perumnas played a key role. Now, the company is set to become a central part of the 3-million-home program,” Hamzah said at a pre-launch event for the nationwide initiative in Jakarta.
Under the new plan, construction projects previously managed by private developers will be transferred to Perumnas, allowing the company to focus exclusively on housing for ordinary citizens—without involvement in luxury properties or hotels.
“The President said, ‘Forget the past, look to the future.’ Perumnas will receive funding to secure logistics for affordable housing across Indonesia,” Hamzah added.
Perumnas will also serve as the official offtaker for social housing projects, overseeing construction and ensuring that homes reach their intended beneficiaries. This includes a partnership to build one million homes with Qatari investors.
In addition, land owned by local governments may be developed by private builders, with Perumnas purchasing the completed units to ensure alignment with social housing goals.
“I personally reported to the President, and he is pleased to see Perumnas re-engaged. The company will focus solely on social housing and avoid luxury ventures,” Hamzah said.
The move reflects Indonesia’s broader strategy to expand access to affordable housing in response to rapid urbanization and growing demand for residential property.
