Jakarta (ANTARA) - The Health Bill provides a more comprehensive mechanism for handling outbreaks based on experiences during the COVID-19 pandemic, according to Siti Nadia Tarmizi, the head of the Health Ministry's communication and public services bureau.

She stated at the "Legislation Dialogue Forum," which was held online on Tuesday, that the handling of outbreaks and extraordinary occurrences (KLB) will become more comprehensive because they have learned from the COVID-19 pandemic.

According to her, the Health Bill consists of more than 350 articles that regulate outbreak handling. These provisions are divided into three phases: vigilance, handling, and post-outbreak.

She explained that the bill states that outbreaks and KLBs include new communicable and non-communicable diseases, re-emerging diseases, or endemic diseases that have doubled the usual incidence.

The bill also addresses the need for health human resources, which can be fulfilled by health workers and individuals outside the existing health system. For instance, medical students who are still in school, new graduates, volunteers, and others who are part of the Health Workers Reserve Team.

According to her, the Health Bill mandates that all hospitals handle outbreaks and KLB.

"During the COVID-19 pandemic, some hospitals were unwilling to accept COVID-19 patients due to facility and infrastructure readiness," she said.

Regarding outbreak handling, the bill also regulates the role of officers at the country's entry gates in conducting health screenings, she added.

These officers are responsible for checking the health declaration and quarantine documents of travelers to prevent the importation of diseases from abroad.

Furthermore, the bill encourages active community participation in stopping disease transmission by adhering to the implemented health protocols, Tarmizi said.
