Jakarta (ANTARA News) - The two-year moratorium on civil servant recruitment has been able to reduce the burden of state budget, Minister for State Administrative Reforms Azwar Abubakar has said.

"The reduction in the number of civil servants must have reduced the state budget burden," Minister Azwar said here on Wednesday.

He said that during the two-year civil servant recruitment moratorium, the number of civil servants has been reduced from 4.7 million to 4.5 million.

The minister said he would report the impact of the civil servant reduction to Vice President Boediono for further evaluation.

He said that his office was aiming at 16 ministries/state institutions which were expected to cut the number of their employees (civil servants). The reduction program had been rolling on four of the 16 ministries.

"The four are the ministry of state administrative reforms, the Civil Servants Administration Board, the State Administration Agency and the Finance Ministry," he pointed out.

He said that the imposition of the moratorium had successfully changed the regional governments` behaviors in recruiting civil servants.

"Their behaviors have changed. The recruitment now is based on the formation of post levels, kinds of posts and vacant posts," the minister said.(*)
