"It (the regulation) would need to be implemented consistently, in order to create a deterrent effect," Nahrawi stated at the opening of football supporters gathering held here on Monday.
Implementation of a strict regulation is expected to prevent the recurrence of deadly violence, the minister noted, referring to the death of Haringga Sirila, a supporter of Jakarta football team Persija.
Sirila was beaten to death before a match between host club Persib Bandung and Persija Jakarta, bitter rivals in Indonesia?s top professional league, on Sept 23.
The 23-year-old Persija Jakarta fan died after a group of Bandung supporters beat him with iron bars and planks outside the main stadium in the city of Bandung.
Nahrawi remarked that the government has the interest to assure implementation of such regulation, as football fans have played a crucial role in the game and in enhancing brotherhood.
"The supporters should be maintained as precious assets," he added.
On the other hand, he called for improving the knowledge of all those involved in a competition.
"All those who are involved in a competition must learn from this, whether they are referee, official, coach, athlete, and even media," Imam remarked.
The minister also called on local official broadcaster to stop its live broadcasting when supporters are suggestive of violence.
"Our children should not hear it and then copy it," he pointed out.
