Jakarta (ANTARA) - The Indonesian Ombudsman has urged the Home Affairs Ministry to control educational budget allocations so that regional governments set aside 20 percent of their budget for the educational sector in accordance with the constitutional mandate. "As far as we know, Mr. Minister said many regions have not complied with it," member of the Indonesian Ombudsman Ahmad Suadidia said here Friday.

The allocation of 20 percent of the budget funds for the educational sector is a constitutional mandate that the central, provincial, district and municipal governments must comply with, he said.

The government has always tried to increase the fiscal capacity of regional governments nationwide, expert staff of the Home Affairs Minister for Apparatuses and Public Services, Yusharto Huntoyungo said.

The budgets of the regional governments must have clear appropriations including budget allocations for the educational sector which must match the plan, he said.

Asked about those regional governments that have not allocated the required 20 percent, he said that happened due to improper policy.

The allocation should not merely be directed towards improving the quality of education but also providing facilities to support quality education, he said.
