The first Ukrainian Constitution is considered to be the Constitution of Pylyp Orlyk, which was adopted in 1710. This Constitution is one of the first European constitutions.

Another Ukrainian constitution was the Constitution of the Ukrainian National Republic (UNR), adopted on 29 April 1918. In Soviet times, when Ukraine was part of the Soviet Union as the Ukrainian Soviet Socialist Republic, it adopted successively four constitutions of 1925, 1929, 1937 and 1976.

After adoption on August 24, 1991, the Verkhovna Rada of the Ukrainian SSR Act of Independence of Ukraine and approved it by the people at the National Ukrainian referendum on December 1, 1991, Ukraine was recognized by most countries as a sovereign state and a full subject of international relations.

On June 8, 1995, it was concluded the Constitutional Treaty between the Verkhovna Rada of Ukraine and the President of Ukraine on the basic principles of organization and functioning of public authorities and local self-government in Ukraine for the period until the adoption of the new Constitution of Ukraine, which lost its force after adoption by the Verkhovna Rada of the 1996 Constitution.

With the adoption of this fateful document, the legal foundations of independent Ukraine, its sovereignty and territorial integrity were established.
Constitution Day is a national holiday to celebrate this historical event.

Modern Constitution is based on the Constitution of Pylyp Orlyk which was unique for its time and consists of a preamble and 15 chapters. The preamble emphasizes that the Verkhovna Rada of Ukraine adopts this Constitution - the Constitution of Ukraine - on behalf of the Ukrainian people - citizens of Ukraine of all nationalities.

The main provisions of the Constitution of Ukraine of 1996 are norms that define the general principles of the political system of Ukraine. According to the Article 1, Ukraine is a sovereign and independent, democratic, social, law-based state. Democratic nature of the state specifies the Article 5, declaring Ukraine as a republic form of government, as well as consolidating in the Ukrainian state the principle of democracy. The document asserted the new state symbols and the status of the Ukrainian language as the only state language. Crimea was recognized as an autonomous republic within Ukraine.

The Constitution was considered progressive in terms of human rights and freedoms for Ukrainians as well as took into account the historical experience of the Ukrainian people and the best world traditions. The Constitution is one of the foundations of the unity of the people and the effective functioning of the state.
We continue to build a new democratic country in which citizens respect and value the law, remember their rights and responsibilities. Therefore, we do not need to deviate from the right path in times of change and full self-realization of the country.

We are absolutely convinced that Ukraine must continue to move towards membership in the European Union and NATO. So, on June 12, 2020, the North Atlantic Council recognized Ukraine as a NATO Enhanced Opportunities Program.

This status is very important for Ukraine, as Ukraine is currently undergoing the most difficult test of unity and territorial integrity since its independence.
And this test is called the war, the only long war in Europe that Russian troops and their mercenaries have been waging for six years in eastern Ukraine, using weapons and ammunition supplied by Moscow.

Our goal is to stop the war and return the Ukraine's southern and eastern regions: Donetsk and Luhansk regions, as well as Crimea. Crimea, Ukraine is the only associative series, no part of which exists separately.

We are grateful to the international community for its support and understanding in this matter. In particular, the Indonesian side, which objected to the annexation of any sovereign country or territory, describing such action as a clear violation of the Charter of the United Nations and international law at the UN Security Council Briefing on Ukraine, February 18, 2020.

We are working hard to finally bring this Russian-Ukrainian war, which we did not start, to an end. We will continue to work on achieving sustainable peace exclusively through diplomatic means, in accordance with the Constitution of Ukraine and international law.

The concerted action of Ukraine and our international partners is an important tool that not only curbs the Kremlin's aggressive policies, but in the long run, will force Russia to end its occupation and help restore Ukraine's territorial integrity within its internationally recognized borders.
