He has also asked that the team be led by the National Commission on Human Rights (Komnas HAM).
The members of the fact-finding team must be drawn from the Komnas HAM, community-based organizations, political parties, non-governmental organizations, and the House of Representatives (DPR), he was quoted by ANTARA as saying here on Friday.
Community-based organizations could be represented by the Muhammadiyah and the Indonesian Muslim Intellectuals Association (ICMI), while political parties could be represented by the United Development Party (PPP) and Prosperous Justice Party (PKS), he added.
Non-governmental organizations could be represented by Amnesty International Indonesia, Indonesian Legal Aid Foundation (YLBHI), and Indonesian Police Watch (IPW), Nur Wahid suggested.
"This independent fact-finding team needs to be formed immediately to enable the Komnas HAM commissioners to get strengthened and obtain greater access for a thorough investigation into the alleged human rights violation in this shooting case," he added.
The fatal shooting, which, according to several human rights activists and legal experts, can be classified as an "extrajudicial killing", has come under the national and international spotlight over the alleged abuse of human rights, he stated.
Nur Wahid said he welcomes an inquiry committee that the House has set up because its probe will proceed side-by-side with the thorough investigation that the Komnas HAM-led fact-finding team will conduct.
Articles related to human rights, incorporated after the reformation movement through the 1945 Constitutional amendment, must not become "paper tigers”, he said. They need to be enforced, he emphasized.
Early this week, Jakarta Metropolitan Police chief, Inspector General Fadil Imran, had informed that on-duty police officers were attacked by and shot dead six guards of FPI leader Habib Rizieq Shihab.
The alleged incident took place on Monday (December 7, 2020) at 00:30 a.m. local time on the Jakarta-Cikampek KM 50 Toll Road, Imran informed.

The alleged incident occurred when officers were gathering information on a likely mobilization of masses for which Shihab was to be grilled by Jakarta Police.
Jakarta Police had summoned Shihab for allegedly violating COVID-19 health protocols during his daughter's wedding that coincided with the maulid (which marks the birthday of the Prophet Muhammad), leading to crowding.
"When officers of the Jakarta Metro Jaya Police followed vehicles suspected of carrying MRS (Muhammad Rizieq Shihab) followers, the officers' vehicle was intercepted and then attacked with firearms and sharp weapons," Imran said.

The Jakarta Police chief confirmed that of the 10 attackers, six were shot dead, while four fled.
Imran confirmed that no casualties or injuries were reported from the police side, though their vehicle had incurred damage in the shooting and the collision with the attackers' vehicle.
However, the FPI refuted claims that its members attacked police officers on the grounds that they were unarmed.
"FPI members do not have firearms. A shootout is impossible," Munarman, general secretary of the FPI, stated at a press conference.
Stressing that the fatal shooting was an “extrajudicial killing”, he urged the formation of an independent fact-finding team with the involvement of Komnas HAM. (INE)
