The Home Affairs Minister's instruction has been issued at the direction of the President of the Republic of Indonesia, who has instructed him to implement PPKM in the two regions.
According to the minister's instruction, several regions in Java and Bali islands have been classified for level 4 and level 3 PPKM, based on potential COVID-19 transmission. Areas classified under the two levels will need to continue to restrict public activities, Karnavian said.
Districts and cities that have not been categorized as level 3 or 4 will have to continue to comply with the instructions of the Minister of Home Affairs, which include establishing micro-based PPKM and optimizing COVID-19 handling posts at the village and sub-district levels to control the spread of the virus.
The Home Affairs Minister's instruction also elaborates restrictions on community activities and rules for working from office and home.
In addition, the official instruction regulates the allocation of vaccines, acceleration of social assistance distribution and social safety nets sourced from the regional budget (APBD), as well as efforts to educate people about COVID-19.
The instruction will remain in force from 21 July, 2021 till 25 July, 2021.
According to government data, Jakarta reported 12,071 COVID-19 recoveries as of 10 a.m. on Tuesday, bringing the number of people who have recovered from the virus in the capital so far to 652,242.
According to the provincial government's website corona.jakarta.go.id, the recovery rate in Jakarta has reached 86.1 percent and the mortality rate 1.4 percent.

Meanwhile, the number of active cases, or patients receiving treatment and conducting self-isolation, declined by 6,123 on Tuesday, bringing the cumulative number of active cases to 94,673.
With 265 patients succumbing to the infection as of 10 a.m. on Tuesday, the COVID-19 death toll in the capital reached 10,610.
Meanwhile, the number of positive cases rose by 6,213, taking the total tally to 757,525.
The data also showed that the number of people undergoing PCR-based swab tests reached 27,199, while the number of specimens tested touched 38,186 on Tuesday.
The total PCR tests per one million people in Jakarta reached 469,749, with the percentage of total positive cases pegged at 15.1 percent.
Meanwhile, Indonesia on Tuesday added 38,325 confirmed COVID-19 cases, bringing the total tally so far to 2,959,058 cases, according to the task force for COVID-19 handling.
With 29,791 daily recoveries, the total number of people recovering from the infection touched 2,323,666. Meanwhile, 1,280 people succumbed to the virus in a single day, bringing the death toll since the start of the pandemic in Indonesia on March 2, 2020 to 76,200.
The number of suspected cases was recorded at 267,333, with 179,275 specimens tested by laboratories, while active cases increased by 7,254, bringing the total to 550,192.
