Jakarta (ANTARA) - Home Affairs Minister Tito Karnavian in Jakarta, on Monday (Aug 2), issued three instructions pertaining to Level 4 public activities restrictions (PPKM) extension in Java, Bali, and outside the two islands, to their respective regional heads.

The three Instructions of the Minister of Home Affairs (Inmendagri) -- number 27, number 28, and number 29 -- were issued as guidelines for regional heads in implementing the extension of PPKM on August 3-9, 2021.

Most of the restrictions, especially for areas designated as level 3 and level 4, have largely remained unchanged. Non-essential activities are required to take place virtually, while essential activities are allowed to operate up to 50 percent of the normal capacity.

Activities in the critical sector are allowed to take place 100 percent face-to-face, albeit in adherence to strict health protocols.

However, for level 2 areas, capacity in the essential sector has been raised to 75 percent.

The government service sector in the level 3 and level 4 areas can only operate at 25 percent of the normal capacity, but in level 2 areas, the sector can operate at up to 50 percent.

Minister of Home Affairs Instruction Number 27 of 2021 stipulates the areas in Java and Bali island that are considered and categorized as level 4, level 3, and level 2.

The areas included in level 3 and level 4 comprise DKI Jakarta, Banten, West Java, Central Java, and East Java. All districts in Yogyakarta and Bali are included in level 4.

Meanwhile, Inmendagri Instruction Number 28 of 2021 stipulates the areas that are categorized as level 4 in Sumatra, Kalimantan, Sulawesi, Nusa Tenggara, Maluku, and Papua.

The minister also issued special instructions outside Java and Bali due to a surge in the number of COVID-19 cases in these areas in recent weeks.

Lastly, Inmendagri Instruction Number 29 of 2021 offers comprehensive guidance for regional heads whose regions are designated as level 3, level 2, and level 1.

The minister, through his instructions, also urged regional heads to optimize the function of COVID-19 command posts at the village and neighborhood level.
