Jakarta (ANTARA) - Creation process of the national education system bill (RUU Sisdiknas) is still currently in the planning stage, as the president had yet to be notified about it, the Education, Culture, Research, and Technology Ministry stated.

Standard, Curriculum, and Assessment Agency Head at the Ministry Anindito Aditomo explained that there are five stages in the legislation process according to Law No. 12 of 2011 on Law Regulation Formation.

"Five stages in the regulation creation process are planning, formulation, discussion, ratification, and law," he noted here on Tuesday.

"Currently, RUU Sisdiknas is still in the planning stage. The ministry always ensures that the coordination process with various parties is conducted in accordance with Law No. 12 of 2011," he remarked.

The government strives to ensure that the bill formulation is conducted in an open manner by involving the public, Aditomo noted.

"The ministry will continue to expand the public's participation. We truly believe that public participation is meaningful, not just to be collected but to be heard," he remarked.

"We want the draft to not only have the government's voice but also the public's voice," he added.

The ministry is currently still gathering inputs from experts and stakeholders while also conducting discussion between ministries concerning the formulation of the bill, he stated.

"After this process is completed, related ministers will report them on the meeting led by President Joko Widodo, including inputs and other concerns or troubles. This is how the process goes," he remarked.

Formulation of the bill is aimed at ensuring transformation sustainability in education carried out by the government to realize quality human resources with strong character, Aditomo explained.

The bill will integrate three laws: Law No. 20 of 2003 on Sisdiknas, Law No. 14 of 2005 on Teacher and Lecturer, as well as Law No. 12 of 2012 on High Education.
