"Komnas Perempuan recommends the DPR to ratify RUU PPRT to become law in order to ensure the protection and recognition of the work of domestic workers," Komnas Perempuan chair Andy Yentriyani said when contacted here on Monday.
The bill has not yet been passed into law, despite efforts made to ratify it for 18 years, she noted.
"The (ratification of the) Domestic Workers' Protection Bill has been fought for for 18 years, but until now, it has not been ratified," she said.
In fact, according to her, the ratification of RUU PPRT is important for ensuring that the rights of women domestic workers are fulfilled, such as a decent wage and a place to work, the fulfillment of maternity rights and other leaves of absence, freedom of association, and protection from gender-based discrimination, violence, and exploitation.
The ratification of RUU PPRT is also essential for ensuring equal relations between domestic workers and their employers.
Women domestic workers are at high risk of experiencing gender-based discrimination and violence, Yentriyani said.
"Women domestic workers, including women migrant workers and especially women in conflict areas, are facing a high risk of gender-based discrimination and violence," the Komnas Perempuan chair noted.
She said that the risk was also due to delays in the ratification of laws that can offer protection to women domestic workers, including the Domestic Workers' Protection Bill and ILO Convention 189, as well as the not-yet optimal implementation of Law Number 18/2017 on the Protection of Migrant Workers.
"Therefore, we also ask the government to optimize the implementation of Law Number 18/2017 concerning migrant workers and encourage the DPR to ratify RUU PPRT," she added.
