Since we were able to control COVID-19 cases in Indonesia, the health budget until September 30, 2022, decreased by 19.6 percent
Jakarta (ANTARA) - The realization of the health budget fell to Rp113 trillion as of September-end 2022, down 19.6 percent (yoy) from Rp140.5 trillion in the year-ago period due to controlled COVID-19 transmission in the country, Finance Minister Sri Mulyani Indrawati said at a state budget press conference here on Friday.

"Since we were able to control COVID-19 cases in Indonesia, the health budget until September 30, 2022, decreased by 19.6 percent," she informed.

The decline in the realization of the health budget was influenced by the development of the pandemic, which was more controlled compared to last year, resulting in decreased expenditure on COVID-19 handling, she said.

The health budget itself had two components, namely for the handling of COVID-19 and regular health problems outside of COVID-19, the minister informed.

Of the total realization of Rp113 trillion as of September, around Rp38.7 trillion was used for COVID-19 handling and the remaining Rp74.3 trillion was used for handling regular health problems.

In comparison to September last year, the budget realization for COVID-19 handling declined from Rp77.3 trillion, while the budget realization for handling regular health problems increased from Rp63.2 trillion.

Providing details on each component of the realization of the health budget, Indrawati said that ministry/institutional (K/L) expenditures reached Rp87.7 trillion, non-K/L Rp7.6 trillion, and Transfers to Regions and Village Funds (TKDD) were recorded at Rp17.7 trillion.

In general, of the K/L spending of Rp87.7 trillion, the Ministry of Health spent Rp79 trillion, the National Agency of Drug and Food Control (BPOM) Rp1.4 trillion, National Population and Family Planning Agency (BKKBN) Rp2.4 trillion, National Police Rp2 trillion, Ministry of Defense Rp2.2 trillion, and National Disaster Mitigation Agency (BNPB) Rp0.8 trillion.

The Ministry of Health, in this case, was the main supporter of the health budget realization of Rp79 trillion, distributing Rp32 trillion to 95.2 million recipients of national health insurance (PBI JKN) and reimbursing claims for services provided to COVID-19 patients amounting to Rp24.5 trillion.

For non-K/L expenditures, the payment of health insurance to National Police officers, Indonesian Defense Force officers, and civil servants amounted to Rp7 trillion, with the tax subsidy borne by the government (DTP) for health reaching Rp406.1 billion.

Meanwhile, the regional performance allowance (TKD) was mainly used for the provision of Health Operational Assistance (BOK)/Family Planning Operational Assistance (BOKB) of Rp7.3 trillion, physical special allocation fund (DAK) of Rp4.5 trillion, and Village Funds for COVID-19 handling of Rp4.3 trillion.
