The assistance can be provided in the form of cash or non-cash benefits, utilizing the regional budget (APBD), or through corporate social responsibility (CSR) programs, as stated in his Monday press release.
He emphasized that efforts are necessary to anticipate the peak of the El Niño phenomenon, which is expected to occur around August to September 2023, according to the prediction by the Meteorology, Climatology, and Geophysics Agency (BMKG).
Karnavian confirmed that several state institutions have already taken actions, including the National Food Agency (Bapanas), which has partnered with the National Border Management Agency (BNPP) to organize affordable market events at 12 cross-border posts.
Bapanas has also issued early warnings regarding food insecurity in specific regions due to the El Niño phenomenon. The government is currently working to enhance rice reserves to intervene in case of rice shortages in regions.
He stressed that these efforts require the support of regional governments, particularly through the distribution of social assistance. One way that regions can do this is by optimizing the use of BTT funds.
"The best time to use BTT is during the peak of El Niño in August, September, and October," he stated.
The minister explained that Bapanas will also provide financial support to regions in need to address food insecurity. However, the plan is encountering obstacles as the administrative process in several regions has not been completed.
He urged regions to strengthen their water reserves and implement interventions tailored to the characteristics of their respective areas. He also encouraged regions to promote assistance from those who can afford it to support individuals from lower economic classes.
