Jakarta (ANTARA) - The Manpower Ministry is striving to improve the placement and protection of Indonesian migrant workers (PMIs) after deciding to reopen domestic sector placements in countries in the Middle East region.

Manpower Minister Ida Fauziyah informed that her ministry has made several improvements, which have included the revocation of the Decree of the Minister of Manpower Number 260 of 2015 concerning the Termination and Prohibition of Placement of Indonesian Workers for Individual Users in Middle Eastern Countries.

"The government will reopen the placement of domestic sector PMIs in countries in the Middle East region by referring to the placement process in accordance with the mandate of Law Number 18 of 2017 concerning the Protection of Indonesian Migrant Workers," the minister said in a statement released on Wednesday.

She explained that in accordance with Law Number 18 of 2017, the placement of migrant workers must follow certain provisions, which include the country of placement having laws and regulations to protect foreign workers, there being a written agreement between the Indonesian government and the government of the placement country, as well as a social security and/or insurance system that protects foreign workers in the placement country.

"Apart from these three conditions, an agreement is also needed to have an integrated system between the Indonesian government and destination countries in the Middle East," she added.

The ministry has also revoked and amended the Decree of the Minister of Manpower Number 291 of 2018 concerning Guidelines for the Implementation and Protection of Indonesian Migrant Workers in the Saudi Arabian Kingdom Through the One-Channel Placement System (SPSK).

"This change aims to provide an opportunity for all PMI placement companies (P3MI) to take part in the SPSK, namely by changing the requirements for P3MI to participate in the SPSK Program for placing PMI in the domestic sector in Saudi Arabia," the minister clarified.

Another change has been the revocation of the Decree of the Minister of Manpower Number 294 of 2020 concerning the Implementation of Placement of Indonesian Migrant Workers During the New Habit Adaptation Period, she added.

The minister said that currently, her ministry, along with other ministries/institutions (K/L), is in the process of drafting amendments to improve the three regulations.

"Moreover, we have also improved our PMI placement regulation by holding a technical coordination meeting to compile a technical team and instructions to regulate the procedures for carrying out the duties and responsibilities of the regional government to the village government," she disclosed.
