"As a dynamic public policy instrument, many perspectives are needed. The public's perspective is urgently needed as material for perfecting as well as realizing the implementation of good governance because our APBN is a joint APBN," Secretary General of the ministry Heru Pambudi said.
Speaking at the "Seminar on Public Information Openness: Principles of Policy on the 2024 APBN" in Jakarta on Wednesday, he said information disclosure must also be applied in the preparation and discussion of the 2024 state budget.
With information disclosure, the state budget can be prepared while maintaining the principles of transparency and accountability. Information disclosure is also part of the moral responsibility of the Ministry of Finance to provide complete information to the public, he said.
Moreover, Pambudi said, the APBN is not just a series of numbers, but contains several more fundamental policy points, such as subsidies and compensation policies.
The APBN is also, in principle, the result of work that goes through technocratic, administrative, and political processes.
Pambudi explained that the state budget is prepared using strategies, data, and methodologies to produce credible, accountable, and transparent policies.
The preparation of the APBN involves several sequences, from planning and budgeting to implementation, which takes a long time, is complex, and involves many parties.
This is done to realize the best possible development. Therefore, it is important for the Ministry of Finance to communicate the drafting of the APBN to the public, he said.
"Hopefully, we can continue to encourage information disclosure and transparency," Pambudi said.
Going forward, the APBN will continue to be directed as an instrument for transforming the economy and supporting the improvement of people's welfare.
