Jakarta (ANTARA) - The Health Ministry has emphasized that pharmaceutical practices must only be carried out by pharmaceutical staff in accordance with statutory provisions.

"In carrying out pharmaceutical practice, pharmacists and/or specialist pharmacists can be assisted by pharmaceutical vocational staff," the ministry's Director of Pharmaceutical Management and Services, Agusdini Banun Saptaningsih, said in a statement issued on Wednesday.

According to her, pharmaceutical practices must be carried out by pharmaceutical personnel starting from production control, including during quality control, procurement, storage, distribution, research, pharmaceutical stock development, as well as pharmaceutical management and services.

Pharmaceutical facilities cover production facilities, distribution, pharmaceutical management, pharmaceutical services, and supporting health services, she added.

"In the pharmaceutical industry and medicinal materials industry, a minimum of three pharmacists and/or specialist pharmacists are required to ensure quality assurance, production, and quality control," Saptaningsih said.

The natural medicine industry, natural product extract industry, and cosmetics industry require at least one pharmacist and/or specialist pharmacist in charge, she informed.

The medical equipment and household health supplies (PKRT) industry must have a technical person in charge, in accordance with statutory provisions, she added.

Furthermore, certain production facilities such as small businesses, natural medicine micro-businesses, and the class B cosmetics industry, can be monitored by vocational pharmaceutical workers, she said.

"This Draft Legislative Regulations (RPP) will have its derivatives regulated in a Minister of Health Regulation, having at least one vocational pharmacist and supervised by a pharmacist," Saptaningsih added.

Under certain conditions, limited pharmaceutical practices at pharmaceutical service facilities can be carried out by medical personnel and health workers, she explained.

These conditions include the absence of pharmaceutical personnel in the area, based on the need for government programs, and while handling medical emergencies and/or extraordinary events (KLB), epidemics, and other disaster emergencies, she said.

She added that the central and regional governments, according to their authority, can provide guidance and supervise the implementation of pharmaceutical practices with the involvement of professional organizations.

She conveyed this during a public examination of regulations derived from the Health Law, which is taking place from September 18–25, 2023.
