Jakarta (ANTARA) - The Women's Empowerment and Child Protection (PPPA) Ministry has proposed two bills, comprising the Gender Equality Bill, to be included in the 2025-2029 National Legislation Program (Prolegnas).

"The PPPA Ministry has proposed two bills, namely the Gender Equality Bill and the Bill on Amendments to Law Number 11 of 2012 concerning the Juvenile Criminal Justice System in the Prolegnas," acting secretary of the PPPA Ministry, Titi Eko Rahayu, confirmed here on Friday.

Rahayu revealed that the ministry proposed the Juvenile Criminal Justice System Bill as some civil society organizations encountered obstacles in implementing the law.

Meanwhile, change in the legal system, such as the issuance of Law No. 22 of 2022 concerning Corrections and Law No. 1 of 2023 concerning the Criminal Code, also became the factor for the ministry to press for prioritizing the Juvenile Criminal Justice System Bill.

"The ministry also drafted the Gender Equality Bill that has been included in the (previous) Prolegnas several times. We continue to work on the bill because not all women have enjoyed equal access, participation, and benefits in various areas of development," Rahayu explained.

In addition, Presidential Instruction No. 9 of 2000 on Gender Mainstreaming in National Development cannot effectively carry out gender mainstreaming advocacy, as the regulation only binds government executive agencies.

Hence, she underscored the need for stronger regulation that includes the system and mechanisms for state institutions in the executive, legislative, and judicial branches of the government to realize gender equality.

Rahayu highlighted that the Gender Equality Bill aligns with priority programs in the 2025-2029 National Medium-Term Development Plan and is in line with the PPPA Ministry's duties that cover the handling of women's empowerment issues.
