Collaboration is essential because TOD projects involve strategic land use and integrated infrastructure, Perumnas Vice President Director Tambok Setyawati stated in a press release on Tuesday.
She noted that government support is critical to promote TOD projects and ensure their long-term sustainability.
“The government has the authority and capacity to connect TOD areas with their surrounding environments. If this is done well, TOD can become a catalyst for humane, affordable, and sustainable urban development,” Setyawati said.
She added that Perumnas continues to encourage an adaptive partnership model, so that TOD is not only a housing project but also a hub of competitive and inclusive community activities.
As a pioneer of TOD-based housing in Indonesia, Perumnas has developed several projects directly integrated with key transportation nodes, such as train stations.
Setyawati also urged local governments to collaborate with landowners near TOD areas to support more comprehensive urban integration.
“This is the concept we apply in Perumnas TOD developments—enhancing mobility efficiency, reducing reliance on private vehicles, and creating a positive multiplier effect for nearby areas,” she said.
She views TOD as a practical solution to support the government’s 3 million housing units program, particularly by enabling affordable middle-class housing through higher population density near public transit.
Meanwhile, urban planning expert and Urban+ founder Sofian Sibarani highlighted that TOD implementation in Indonesia still faces challenges, including insufficient supporting infrastructure and legacy city planning that does not align with TOD principles.
Sibarani also pointed out that many investors fail to recognize the economic potential of TOD areas. He emphasized that with the right government incentives, such as tax breaks, subsidies, or land provisions, TOD zones could become magnets for local economic growth.
“Not many investors are seeing TOD’s potential. The government must encourage this, one of which is by providing incentives, whether in the form of taxes, subsidies, or land provision,” he said.
He also recommended that the government organize supporting facilities, such as road access and bridges, and ensure cleanliness in the area.
Sibarani added that TOD is not just about the physical development of housing and transportation but also about developing the surrounding area.
