The MoU was inked by Head of the Center for Human Resources Development for Electricity, New, Renewable Energy and Energy Conservation (PPSDM KEBTKE), A. Susetyo Edi Prabowo, and Director of Aquatera Ltd., Dr Leuserina Garniati, during the 2025 Human Capital Summit in Jakarta, Tuesday.
This signing signifies a joint commitment to strengthening human resource capacity in addressing the challenges of a sustainable, inclusive, and efficient energy transition.
"This program is also expected to have an impact on increasing the representation of women and vulnerable groups in the energy transition process," Leuserina remarked.
This collaboration involves several strategic initiatives, including training and certification in sustainable energy transition, new and renewable energy, and energy efficiency.
It also focuses on strengthening the capacity of coastal and island areas to support the blue economy and vocational education; enhancing knowledge and technology centers; providing experts and developing experiential learning curricula that are contextual and location-based; and supporting the achievement of Sustainable Development Goals (SDGs) in the energy sector.
Since 2024, PPSDM KEBTKE and Aquatera Ltd. have collaborated on the Energy Transition Business and Change Management Centre of Excellence (ET CoE) program.
This program is designed to strengthen the capacity of state-owned electricity company (PLN) to lead Indonesia’s shift towards cleaner and more sustainable energy sources, aligning with broader national policies and Indonesia’s commitment to global climate action.
"This program is expected to enhance PLN’s organizational capacity in energy transition, foster a more responsive and inclusive workforce, and support the adoption of international standards," Leuserina remarked.
This initiative is funded by the Southeast Asia Energy Transition Partnership (ETP), a program of the United Nations Office for Project Services (UNOPS), as part of the ET CoE project.
The ET CoE program features two capacity-building tracks. Program 1 (Change Management and Business Development Centre of Excellence) targets 124 participants, comprising structural staff within PLN from BOD-2 level to managers.
The learning modules cover topics, such as Global Energy Transition, Environmental Sustainability and Climate Change, Operational Options for Coal-Fired Power Plants, Strategic Change Management and Leadership in Transition, Renewable Energy Acceleration, Emerging Energy Technologies, Grid Infrastructure, as well as Policy, Regulation, and Financing for Sustainable Energy.
Meanwhile, Program 2 is designed for one thousand participants, ranging from managerial to junior staff levels, and offers technical modules in areas such as solar energy, wind energy, hydropower, geothermal energy, hydrogen, battery storage systems, power systems, smart grids, carbon capture, utilization and storage (CCUS), digitalization, and asset management.
