“Out of the 13,751 targeted certificates, 2,895 have already been issued and will be symbolically handed over in July. The remainder will be distributed in stages through December 2025,” Transmigration Minister Iftitah Sulaiman Suryanagara said when contacted in Jakarta on Monday.
He informed that the distribution program will focus on several provinces, including East Nusa Tenggara, West Kalimantan, South Sulawesi, West Sulawesi, and Central Sulawesi —regions with a significant backlog in certificate issuance.
"This focus was also set based on the readiness level of the targeted land plots, along with all the requisite documents," he said.
Suryanagara also highlighted that the Transmigration Ministry initially proposed the issuance of 33,340 transmigration land certificates this year to the Ministry of Agrarian Affairs and Spatial Planning (ATR).
"After monitoring and evaluation, the government agreed to set a target of issuing 13,751 certificates in 2025 from the original request of 33,340," he said.
He revealed that the remaining 19,589 land plots cannot yet be processed due to a range of issues, such as overlapping claims and unresolved ownership disputes.
According to the minister, some plots are located in areas claimed as forestry zones, disputed by customary communities or local residents, or have been taken over by business actors holding cultivation rights certificates.
Suryanagara also pointed to cases involving transmigrants who abandoned their land but later sought to reclaim it after it was occupied by other parties.
He said that his ministry is working to address these issues in collaboration with the ATR Ministry, the Forestry Ministry, the Home Affairs Ministry, and the Geospatial Information Agency (BIG).
