The aid distribution will be based on the National Socioeconomic Single Data (DTSEN), managed by Statistics Indonesia (BPS), to ensure assistance reaches the right people.
In a written statement on Thursday, Yusuf said the DTSEN system has led to several former beneficiaries losing eligibility during verification and being replaced with new recipients considered more deserving.
"There will be new recipients every three months. Some check out, some check in," he said.
Yusuf explained that social assistance data is dynamic and updated quarterly through ground checks by his ministry and local governments, followed by validation by BPS.
Under Presidential Instruction No. 4 of 2025 on DTSEN, all ministries and agencies are prohibited from managing their own recipient data. Instead, BPS consolidates and verifies the data for final determination.
"Previously, some authorities didn't trust our data. They managed it themselves and intervened directly," the minister said.
With the new policy, the Ministry of Social Affairs updates data with local governments, while BPS is responsible for verifying, validating, and determining recipient deciles.
"BPS determines deciles 1 to 4. Our job is only to distribute the aid," Yusuf stated.
The public can also participate via the Cek Bansos application by nominating or rejecting potential recipients, or filing objections with supporting evidence. BPS will verify these inputs, and the validation results will be announced every three months before distribution.
Social assistance is distributed quarterly — in January–March, April–June, and July–September — with the recipient list updated at the end of each period.
Yusuf added that in the second quarter, many recipients were removed after failing verification or being suspected of misusing aid, such as involvement in online gambling, based on findings by the Financial Transaction Reports and Analysis Center (PPATK).
