The statement was one of the recommendations by the Commision after monitoring demonstrations held on August 28-30, 2025 in Jakarta, as conveyed by the Commissioner for Monitoring and Investigation of the Commission, Saurlin P. Siagian, Sunday.
"Komnas HAM urges security forces to work professionally, accountablly, transparently, and uphold human rights principles, including refraining from repressive actions, using excessive force, and adhering to human rights standards when securing demonstrations," Siagian said.
He said Komnas HAM had monitored the demonstration through direct observation at the Mobile Brigade Headquarters of the Metro Jaya Regional Police, the Metro Jaya Regional Police Headquarters, and several other locations on Friday (8/29).
In addition, Komnas HAM also requested information from various parties at Cipta Mangunkusumo Hospital, Pelni Hospital, and the National Police Headquarters.
Komnas HAM has also questioned seven Brimob members who are suspected of hitting and running over online motorcycle taxi driver Affan Kurniawan.
After the monitoring, Siagian said Komnas HAM found that the demonstration in Jakarta on Thursday killed Affan Kurniawan and injured 17 other people who were evacuated to hospital.
The Commission also found excessive use of force, such as the massive use of tear gas, which posed a risk to people who were not involved in the demonstration.
He added that his institution also found looting, destruction, and burning of public facilities and private property at a number of demonstration points in Jakarta.
Based on these findings, Komnas HAM recommended that Police conduct a thorough investigation and enforce the law fairly, transparently, firmly, and accountablly against all police officers involved in the incident that killed Affan, while restoring the victims' rights.
In addition, the Comission recommends that the government, the House of Representatives, and all parties engage in dialogue to respect the aspirations from the people, beside recommending state officials to avoid statements, attitudes, or actions that could cause public unrest.
Furthermore, Komnas HAM also asked the public to express their aspirations peacefully, maintain a conducive situation, and avoid all forms of provocation or anarchic actions that could harm the wider community.
"Komnas HAM emphasizes that all these steps are being taken to ensure that respect, protection, and fulfillment of human rights must remain the basis for handling demonstrations," said the commissioner.
