The five programs cover village cooperatives, fishing villages, aquaculture pond revitalization, smallholder plantation replanting, and fishing vessel modernization.
At a press conference on Monday, Hartarto said the programs had been discussed with President Prabowo Subianto during a limited meeting earlier in the day.
He explained that the village cooperatives program alone is expected to create between 681,000 and 1 million jobs by December 2025. Meanwhile, the establishment of 100 fishing villages this year is projected to create around 9,000 jobs.
"For the long term, there will be 4,000 fishing villages that can create 200,000 jobs," he added.
The revitalization of aquaculture ponds along Java’s northern coast is expected to generate 168,000 jobs, while the fishing vessel modernization program could add 200,000 jobs.
The modernization plan includes 1,000 vessels of 30 gross tonnage (GT), 200 vessels of 150 GT, 200 vessels of 200 GT, 170 vessels of 300 GT, 10 vessels of 600 GT, and two vessels of 2,000 GT.
Hartarto further noted that the government will replant 870,000 hectares of smallholder plantations with key commodities such as sugarcane, cocoa, coconut, coffee, cashew, and nutmeg.
"This program is expected to create more than 1.6 million jobs," he said.
The five initiatives are part of the government’s "8+4+5" Economic Policy Package for 2025, consisting of eight programs to be implemented this year, four programs to continue in 2026, and five job-creation programs.
