Jakarta (ANTARA) - Finance Minister Purbaya Yudhi Sadewa has postponed the implementation of e-commerce companies, marketplaces, to collect Income Tax (PPh) 22 from merchants to maintain public purchasing power.

"We'll wait, at least until the Rp200 trillion policy, a policy to stimulate the economy, begins to show. Then we'll think about it," Sadewa said at a media briefing at the Finance Ministry in Jakarta on Friday.

Currently, the Finance Ministry is testing the system that will be used to implement the policy.

Once the system is ready and the policy is implemented, all marketplace companies will collect PPh 22 from merchants.

This is to ensure the policy is implemented fairly and does not provide loopholes for industry players to evade tax obligations.

However, while preparing the system, Sadewa is monitoring the effectiveness of the Rp200 trillion government funds allocated to banks on economic activity.

"We won't disrupt purchasing power until the economic stimulus is fully implemented. We haven't discussed that yet," Sadewa said.

The appointment of e-commerce platforms as collectors of PPh 22 from merchants was decided by the previous finance minister, Sri Mulyani Indrawati.

Sri Mulyani signed Minister of Finance Regulation Number 37 of 2025 on June 11, 2025, which was promulgated on July 14, 2025, to designate marketplaces as Electronic System Trading Providers (PPMSE) to collect taxes from online merchants.

The amount of PPh 22 collected is 0.5 percent of the merchant's gross annual revenue. The levy excludes Value Added Tax (VAT) and Luxury Goods Sales Tax (PPnBM).

Merchants targeted by the policy are those with revenue of more than Rp500 million, as evidenced by a new statement submitted to the designated marketplace.
Merchants with a revenue below Rp500 million are exempt from the levy. Exceptions also apply to a number of other transactions, such as online expedition and transportation services (online motorcycle taxis or ojol), mobile phone credit sellers, and gold trading.
