Jakarta (ANTARA) - Indonesian Law Minister Supratman Andi Agtas has sought China’s support for an initiative titled “The Indonesian Proposal for a Legally Binding Instrument on the Governance of Copyright in the Digital Environment.”

He presented the proposal during the 16th Meeting of the China-ASEAN Heads of Intellectual Property Offices held in Shaanxi, China, according to a written statement cited in Jakarta on Monday.

Agtas emphasized that under President Prabowo Subianto’s leadership, the Indonesian government is positioning the strengthening of intellectual property (IP) as one of the key pillars of national growth through creative economy development and innovation.

In this regard, he expressed appreciation to China, as a fellow member of the World Intellectual Property Organization (WIPO), for its support of Indonesia’s initiative to promote stronger IP protection on the global stage.

“This proposal is crucial for establishing fair, transparent, and sustainable governance of copyright royalties in the digital environment,” Agtas stated.

In line with this commitment, he said Indonesia is modernizing its legal framework by revising laws on industrial design and copyright while enabling small businesses to use IP certificates as collateral for bank financing.

“We view intellectual property not merely as a technical issue but as a strategic instrument for community empowerment, business competitiveness, and sustainable economic growth,” he added.

Indonesia plans to present its IP governance proposal at the WIPO Standing Committee on Copyright and Related Rights in Switzerland this December and to sign a memorandum of understanding (MoU) with the China National Intellectual Property Administration on October 27.

According to Agtas, the MoU will strengthen bilateral cooperation on IP protection following the expiration of the previous agreement on June 18 last year.

The agreement will serve as a foundation for both countries to exchange views and best practices in strengthening IP systems related to patents, industrial designs, brands, geographical indications, and human resource development.

“This cooperation will also deliver tangible benefits to the people and economies of both nations,” he concluded.
