Ichsan Zulkarnaen, Assistant Deputy for Investment Acceleration and Downstreaming at the ministry, explained that the regulation issued in June 2025 was designed to refine business licensing provisions previously outlined in Government Regulation No. 5 of 2021.
He stated that most OSS system components are ready, although several licensing modules still require minor adjustments, including printing forms and parts of the issuance process.
“Overall, the OSS system has reached 98 percent,” he said here on Friday.
The latest OSS version based on PP 28/2025 has already been implemented while improvements continue.
Ichsan noted three key differences between PP 28/2025 and PP 5/2021, one of which is certainty in license issuance, an issue that previously caused delays.
According to him, PP 28/2025 provides solutions through stricter service level agreements and the gradual application of a positive fictitious approval mechanism.
“Applications will be considered approved automatically if they are not processed within the specified timeframe,” he said.
He added that the new regulation also resolves overlapping authorities among ministries and agencies.
“In PP 28/2025, we have clarified the institutions responsible for each business sector and simplified requirements and obligations,” he said.
Further improvements include strengthened supervision under a trust but verify approach coordinated by the Ministry of Investment and Downstreaming or BKPM and the One-Stop Integrated Services Offices, all of which are integrated with OSS.
Following the issuance of PP 28/2025, the government has also prepared a roadmap for licensing reform, including simplifying business support permits and introducing a single report mechanism to enhance oversight.
The government will continue developing OSS and integrating it with the Indonesia National Single Window to strengthen export-import processes, as well as improve the issuance of Building Approval permits and environmental approval documents.
“We continue to refine the issuance of basic requirements related to the conformity of spatial utilization activities, both on land and at sea, across different zones and small islands,” Ichsan Zulkarnaen said.
