The governor acknowledged five serious violations and recommendations from the Bali Regional Legislative Body (DPRD) Special Committee on Spatial Planning, Assets, and Licensing before taking the decision to suspend all construction work.
“Therefore, I have decided to take firm action by ordering PT Indonesia Kaishi Tourism Property Investment Development Group to halt all construction activities on the glass elevator,” Koster said Sunday.
The glass elevator project spans three areas in Bunga Mekar Village. Area A, atop the ravine, features a 563.91 m² ticket counter under Klungkung District authority, which violated provincial and district spatial planning regulations.
Area B, located on ravine land under state ownership, requires central or provincial government approval. Area C, including the beach and coastal waters at the base, falls under the Ministry of Marine Affairs and Fisheries and Bali Provincial Government.

The investor constructed a ticket counter, a flyover connecting it to the elevator, and a glass elevator with a restaurant and foundation across these areas, triggering regulatory scrutiny.
The Bali Provincial Government, assisted by DPRD’s Environmental Management Special Committee (TRAP), found violations of spatial planning regulations, business licensing laws, coastal management law, and culture-based tourism standards.
Violations carry administrative sanctions, including demolition, restoration of spatial functions, suspension of activities, and potential criminal penalties for undermining Balinese cultural authenticity, Koster explained.
Koster stressed that future investments must comply with legal standards while preserving ecosystems, cultural heritage, and local values, emphasizing responsible development over exploitation.
He instructed the investor to independently demolish all violating structures within six months and restore the affected space within three months to comply with regulations and protect Bali’s environment.
