Opening the "Internalization of Legal Development Index Oversight and Implementation of Law No. 1 of 2023" event on the Criminal Code in Jakarta, he said officials hold a strategic role in conveying accurate understanding for wider public awareness efforts.
"I ask all of us to adapt quickly to the new Criminal Code because we will serve as the main channel to explain it to the public and anticipate many derivative regulations," he said in a statement on Saturday (December 6).
The new Criminal Code will take effect on January 2, 2026, together with the new Criminal Procedure Code across Indonesia.
Hasibuan highlighted two crucial aspects, namely readiness to apply the new law and the ability to interpret and align it with living laws in society for consistent application.
He stressed that national law enforcement must not overlook legal values that grow and develop within local communities across the country in all regions.
He said living law must remain central in the Criminal Code's implementation to prevent enforcement that ignores local social realities in diverse cultural settings.
He expressed hope that internalization efforts would strengthen officials' preparedness to oversee the Legal Development Index and ensure effective, measurable implementation of the Criminal Code across government institutions.
"Hopefully we can perform this task well for the sake of upholding just and equitable law," he said.
The event was attended by senior officials within the ministry and other related agencies.
