“In the absence of a formal instruction, BPKH has no legal basis to proceed with the disbursement. This measure is intended solely to uphold the principles of accountability, prudence, and compliance with audit mechanisms,” BPKH Secretary Ahmad Zaky said on Friday.
Zaky made the statement in response to concerns raised by Special Hajj Organizers, known as PIHK, regarding certainty over departure schedules and the disbursement of refunds for the 2026 Hajj pilgrimage.
He emphasized that BPKH remains fully committed to supporting the smooth implementation of the Hajj, while consistently upholding principles of transparency and accountable governance.
According to Zaky, BPKH carries out its fund distribution function based strictly on official instructions issued by the Ministry of Hajj and Umrah.
Addressing concerns over budget availability, BPKH assured that funds allocated for Special Hajj requirements are more than sufficient and remain highly liquid.
The agency stressed that the delays were not caused by internal financial constraints, but by ongoing administrative verification processes.
“We ensure that the funds are available. At this stage, we are only awaiting the completion of administrative procedures at the relevant ministry so that the disbursement can be carried out accurately, in accordance with applicable regulations, and promptly utilized by organizers,” Zaky said.
He reaffirmed that BPKH is ready to immediately proceed with the disbursement once all administrative requirements have been fulfilled.
