Director General of Digital Space Monitoring at the Ministry of Communication and Digital Affairs (Komdigi), Alexander Sabar, confirmed that the process is underway, with a presidential regulation on the PDP agency currently being drafted.
“This step is a follow-up to the Personal Data Protection Law, which mandates the establishment of an agency responsible for protecting personal data,” he said during a meeting with Commission I of the House of Representatives (DPR) in Jakarta on Wednesday.
Sabar explained that the draft presidential regulation was prepared between 2022 and 2024 before being submitted to the Ministry of Administrative and Bureaucratic Reform, as the initiating institution, to obtain the president’s approval.
After approval was granted on March 4 last year, the draft was discussed at the inter-ministerial level until September.
The process then entered the harmonization stage at the Ministry of Law, which is still ongoing.
“The harmonization phase continues into 2026, and President Prabowo Subianto is expected to issue the regulation,” he added.
Sabar further stated that the Komdigi Ministry will continue overseeing the implementation of the PDP Law in the digital space until the dedicated agency is formally established.
“In general, our oversight duties include monitoring electronic systems operated by registered providers, such as mobile applications and websites, and assessing their compliance with PDP provisions using specific measurement tools,” he explained.
He added that the ministry also provides reporting channels for the public to report PDP violations, conducts daily monitoring of illegal personal data trading, offers consultation services related to PDP, and facilitates student research on the subject.
Meanwhile, Ismail, the ministry’s secretary general, said the government is committed to ensuring that the PDP agency will operate independently and report directly to the president, in accordance with the PDP Law.
