Prabianto Mukti Wibowo, an official of Komnas HAM, explained in a hearing with the House of Representatives (DPR) in Jakarta on Thursday that the certificate is one of the requirements for applying for assistance for victims of gross human rights violations.
“The certificate serves as a database for restoring the rights of victims of gross human rights violations and is a requirement for submitting an application for assistance to the LPSK (Witness and Victim Protection Agency),” Wibowo said.
Of the total, 35 certificates were issued related to the Tanjung Priok incident in 1984, 17 to the May 1998 riots, and two to the Trisakti, Semanggi 1, and Semanggi 2 incidents.
Furthermore, 14 certificates were issued related to enforced disappearances in 1997-1998, 121 for the Talangsari incident in Lampung in 1989, 47 for the mysterious shootings of 1982-1985, and 7,928 for the events of 1965-1966.
“The Jambo Keupok incident in 2003 in Aceh resulted in 17 certificates; 76 certificates of the Simpang KKA incident in 1998 in Aceh; and 342 certificates for the Rumah Gedong incident in 1989-1998 in Aceh. Thus, the total number of certificates is 8,599,” he said.
In the meeting, Komnas HAM reiterated that fulfilling the rights of victims of gross human rights violations is a constitutional obligation and the state's responsibility, particularly the government's.
"In principle, the state is obliged to provide protection, recovery, and reparation for victims of gross human rights violations," Wibowo said.
Human rights standards, he explained, affirm that victims have the right to know the truth about the human rights violations they experienced, to receive justice, and to receive reparation, whether in the form of rehabilitation, compensation, or restitution.
"Furthermore, victims have the right to a guarantee of non-repetition, which includes a series of measures aimed at preventing and ensuring the non-recurrence of human rights violations," Wibowo added.
