Director General of Intellectual Property at the Ministry of Law and Human Rights,Hermansyah Siregar said on Monday that Indonesia is leveraging the forum to promote sustainable intellectual property governance amid rapid digital transformation.
He noted that royalty fairness is a shared concern among developing countries in ASEAN, requiring collective solutions.
Indonesia has tabled a proposal for a Legally Binding Instrument on the Governance of Copyright Royalties in the Digital Environment, aimed at strengthening transparency, accountability, and equitable remuneration for creators.
The initiative is positioned as part of ASEAN’s 2030 Intellectual Property Action Plan.
The growth of streaming services has created a structural gap that directly impacts creators. Royalty distribution at the global level remains less than optimal, Siregar said.
He pointed to challenges such as fragmented metadata, lack of transparency, and disproportionate payments, particularly affecting artists from developing economies.
Indonesia’s proposal seeks to align regional governance with principles recognized by the World Intellectual Property Organization (WIPO), while encouraging ASEAN to play a more active role in shaping global standards.
“As creativity and the digital market are both global, royalty governance must evolve toward more equitable international cooperation,” he added.
