Jakarta (ANTARA News) - Legislator Bambang Soesatyo of the Golkar Party faction said that the president must make clear and give emphasis to his ministers` performance assessment standards so that the people would not be confused.

"I think the president`s request asking his ministers to carry out year-end reflection and evaluation would confuse the people," Bambang said here on Sunday.

He said that the people now believed what the President`s Working Unit for Supervision ans Work Control (UKP4) had said about the conditions of the ministers` performance.

Bambang said that the UKP4 chairman, Kuntoro Mangkusubroto, had reported to a cabinet ministers` meeting about the ministers` performance and this had also been made pubic.

"We all have been informed which of the ministries and institutions had good and bad performance based on the assessment of UKP4. Even, the results of the UKP4 assessment have always been taken up each time there was a cabinet reshuffle issue," he said.

Therefore, Bambang is of the view that the president`s request that all ministers evaluated what had been or had not been done in 2010 contained conflict of interest between two parties.

"Claims by ministers over their performance will foil the results of the UKP4 assessment. This contains the impression that the president is indirectly pitting the UKP4 and the ministers," he said.

This, he said, will lead to an open debate between the ministers and the UPK4, because in now way a minister would disclose his or her weaknesses. "After all, the ministers` claim over their performance could be observed through TV ads."

Giving an example, the legislator said Law and Human Rights Ministry has been reported by the UKP4 as having less good performance that led Law and Human Rights Minister Patrialis Akbar to debate it.

"I am confident that Minister Patrialis Akbar will use the year-end evaluation as a momentum to foil the UKP4 assessment," Bambang Soesatyo said.
