The head of state has several times led meetings on alutsista procurement to meet the military`s minimum aramament needs to optimize the TNI ability to protect the country.

On Sept. 8, 2011, President Yudhoyono pointed out that priority should be given to domestic manufacturers in the procurement of main armament system (alutsista) hardware for the Indonesian military (TNI) and Police.

In his introductory remarks at a limited cabinet session, he said alutsista may be purchased from other countries only if domestic manufacturers were still unable the produce the needed armaments

"And this goes for both the Army, Navy, Air Force and Police", he pointed out

The Head of State said partnership or any other considerations should not eventually make us not to buy the needed armaments from domestic industry which has the capacity and ability of manufacturing them, so that the domestic industry would have the opportunity to develop and grow, and absorb workers.

Alutsista would be bought from other countries, the President said, only if the domestic manufacturers still do not have the ability to produce the needed equipment like aircraft and submarines.

The discussion also touched the allocation of budgets for the procurement of alutsista needed until 2014.
