If the president does not have the will, it will become a permanent note for the Indonesian people that president X does not care about human rights," Effendi said.Jakarta (ANTARA News) - President Susilo Bambang Yudhoyono was urged here on Wednesday to issue a presidential instruction for the formation of an Ad Hoc Tribunal on persons missing since 1998.
Former chairman of the House of Representatives (DPR)`s Special Committee on Missing Persons Effendi Simbolon said the ad hoc tribunal should be established as once recommended by the special committee.
"This will all depend on the goodwill of the president. The House has issued its recommendations. Therefore, the president should issue a presidential decree or whatever you call it, for the establishment of the ad hoc tribunal on persons who have been since 1998," he said.
He said that the Special Committee had issued the recommendation two years ago but up till now President Yudhoyono had not yet shown his good will to carry it out.

The House`s Special Committee on Missing Persons in 1998 completed its task in September 2009 and presented its recommendations to the government.
One of the important recommendations was the establishment of an Ad Hoc tribunal by the government.
Effendi in his capacity as the chairman of the special committee presented the recommendations to the government on September 28, 2009.(*)
