"The benefit of carrying out early evaluation is there. The budget allocation lists (DIPA) have been provided, while the Terms of Reference (TOR) and the Budget Plan (RAB) for capital expenditures were expected to have been prepared but it turned out that some were not yet ready," Finance Minister Agus Martowardojo said here on Monday.
He said that the government would encourage ministries and state institutions to prepare budget absorption plans as well as goods and services procurement plans so that the execution of budget absorption would not be late.
"It turned out that there were still ministries/state institutions which had not yet completed their procurement and disbursement plans. We will give them a deadline to prepare it so that they would not be late in executing the absorption of their budgets," the finance minister said.
Earlier, as part of the efforts to optimize the absorption of the 2012 budget, the government will give reward and punishment to ministries and state institutions over their budget realization last year.(*)
