ICW finds problem in human resources` readiness, the e-procurement system itself and infrastructure to run the system such as electricity.
The NGO criticizes human resources hired to manage the e-procurement system saying that some of them don`t even have email. Power outage in some parts of Indonesia is also considered as factor that contribute to the ineffectiveness of e-procurement in Indonesia.
In its press release, ICW also mentioned the non existence of specific law about dispute in e-procurement activity and data mismatch in e-procurement activities found since 2007 until now.
As a solution, ICW called on public to help observe and supervise the e-procurement activities in their area in order to realize a more effective e-procurement system.
Indonesian government since 2007 has started to use online system for procurement of goods and services for public (e-procurement). The system is expected to make goods and services procurement in Indonesia effective.
The unit of e-procurement system was used for the first time in 2007 and the number of units has increased rapidly over the years reaching 520 units by November, 2012.
However the Government Goods and Service Procurement Policy Agency (LKPP)said there are only 187,000 of around 3 million companies in the country using the system in the procurement of goods and services.
More companies are expected to use e-procurement and take part in auctions using the system.(*)
