"Indonesia needs to establish a national instrument as the legal basis for implementing international organizations` decisions that can strengthen Indonesia`s role which is currently a non-permanent member of the United Nations Security Council," Damos Dumoli Agusman said in a statement here on Wednesday.
The statement was delivered at the opening of the Expert Meeting on the Preparation of the Basic Framework of National Regulations on the Implementation of the UN Security Council Resolutions which took place in Surabaya, Tuesday (Jan 29).
Damos remarked that the establishment of the basis of the national law was intended to create a path for the implementation of decisions of international organizations at the national level.
Meanwhile, Director General for Multilateral Affairs Febrian Alphyanto Ruddyard welcomed the plan to form the basic framework of the national provisions and stressed that the Government of Indonesia should determine the position of national enforcement of the UNSC Resolution in accordance with Indonesia`s national interests.
On the same occasion, the Director of Law and Political and Security Agreement, Ministry of Foreign Affairs, Ricky Suhendar said that the status of Indonesia as a non-permanent member of the United Nations Security Council had placed Indonesia in the epicenter of decision making at the global level.
"The presence of comprehensive national legislation will be able to minimize the problems when Indonesia must respond to the implementation of UNSC Resolution sanctions that intersect with national interests," he remarked.
Meanwhile, Director of International Security and Disarmament at Ministry of Foreign Affairs Grata Endah Werdaningtyas stated that the absence of national legal instruments to enforce the UN Security Council Resolution required attention.
For this reason, the existence of a legal umbrella is important for the implementation of the UN Security Council Resolution to bridge the gap between international law and national law.
