Member of Bawaslu Fritz Edward Siregar said his office would focus on looking at how the incident happened, and how the information spread on social media.
"We first focus on how to look at it, because all of them were considered as damaged ballots," Edward said.
Pieced ballots are considered as insufficient ballots, so there should be a follow-up election, he noted.
"There should be a follow-up election because several people were not able to cast their votes. Those ballots must be labeled as damaged ballots," he said.
Videos showcasing ballots allegedly pierced in advanced in favor of a certain presidential candidate in several regions such as in Gowa, South Sulawesi, went viral on polling day.
Several similar cases were also found in Sampang on Madura Island (East Java), Gorontalo, South Sulawesi, and Musi Banyuasin in South Sumatra.
The Board will find out whether the alleged cases of fraud occurred because of carelessness on behalf of election executors or if they were deliberate.
The number of eligible voters in the 2019 simultaneous legislative and presidential elections was more than 192 million people.
