"Our APBD must be able to protect family welfare for our residents. We have to overcome problems, such as unemployment or workers with salaries less than Rp4 million," Surabaya Mayor Eri Cahyadi said on Saturday.
The Surabaya City Government has prepared interventions for city residents who earn below a living wage, including training to work for micro, small and medium enterprises (MSMEs).
According to Cahyadi, MSME actors will be assisted to promote and sell their business products. For farmers or fishermen, the city government has also set aside land for pond cultivation and other uses.
Mayor Cahyadi said he hopes that by focusing on human resources, his administration could bring benefits to the next generation of Indonesia. This is in line with his doctoral degree focusing on human resources development at Airlangga University, Surabaya.

“Indeed, we are facing difficulties during this pandemic, but we have to make a choice. We are prioritizing the welfare of our citizens by developing the future of our citizens," he emphasized.
"God willing, our 2022 APBD will focus on human resource development," he stated.
He has also prepared various HR development strategies. First, to prepare more adequate educational facilities for Surabaya's children, including for orphans in Surabaya.
"The city government will build a school, a kind of dormitory. This will be occupied by Surabaya children who are orphans," he noted.
The Human Resources Doctoral Program at Universitas Airlangga is also attended by several figures, such as the Democratic Party leader Agus Harimurti Yudhoyono (AHY), priests, doctors, police, and various other figures.
